Description:
S. 2736 would specifically authorize the appropriation of almost $8.6 billion over the 2019-2023 period to implement various aspects of U.S. policy in the Indo-Pacific region. The bill also would authorize unspecified amounts for new and ongoing activities that CBO estimates would require additional appropriations of $0.6 billion over that same period. In total, CBO estimates that implementing S. 2736 would cost $6.6 billion over the 2019-2023 period, assuming appropriation of the authorized and estimated amounts. The remainder would be spent after 2023. Enacting S. 2736 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 2736 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. S. 2736 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA).
