Description:
S. 2290 would mostly codify programs managed by the Forest Service and the Bureau of Land Management that respond to wildfires and seek to prevent them. The bill also would direct the Federal Emergency Management Agency to collect data related to injuries and deaths of firefighters. Under the bill, the authority to operate those programs would expire after 10 years. Using information from the Forest Service, CBO estimates that implementing S. 2290 would have no significant cost to the federal government in any year. Enacting S. 2290 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 2290 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. S. 2290 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
