Description:
S. 3041 would amend and authorize appropriations for several programs administered by the Federal Emergency Management Agency (FEMA). CBO estimates that implementing the bill would cost $2.4 billion over the 2019-2023 period, assuming appropriation of the authorized and necessary amounts. CBO estimates that enacting S. 3041 would increase direct spending by $45 million over the 2019-2028 period and would decrease revenues by an insignificant amount in each year. Therefore, pay-as-you-go procedures apply. CBO estimates that enacting S. 3041 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. S. 3041 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
