Description:
H.R. 6287 would authorize the appropriation of $25 million a year through 2023 for the Department of the Interior (DOI) to award grants to non-profit organizations for the operation and maintenance of certain memorials to victims of the terrorist attacks on September 11, 2001. CBO estimates that implementing the bill would cost $100 million over the 2019-2023 period, assuming appropriation of the authorized amounts.   Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.   CBO estimates that enacting H.R. 6287 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.   H.R. 6287 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
