Description:
H.R. 5171 would authorize the Secretary of Agriculture to spend, without further appropriation, a portion of the rental fees paid to the Forest Service by ski area operators occupying lands administered by the agency. Under current law, all rental income from such ski areas is deposited into the Treasury as offsetting receipts. Using information provided by the Forest Service, CBO estimates that enacting the bill would increase direct spending by $236 million over the 2019-2028 period.  Enacting H.R. 5171 would affect direct spending; therefore, pay-as-you-go procedures apply. The bill would not affect revenues. CBO estimates that enacting H.R. 5171 would not increase net direct spending by more than $2.5 billion or on-budget deficits by more than $5 billion in any of the four consecutive 10-year periods beginning in 2029. H.R. 5171 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA).
