S. 1580 would authorize the Department of State and the U.S. Agency for International Development (USAID) to enhance existing education programs for displaced children, especially girls; to coordinate such efforts with the private sector and civil society groups; and to coordinate with multilateral organizations to collect relevant data to improve the effectiveness of those programs. Finally, it would require the department and USAID to include data on education programs for displaced children in any report to the Congress on disaster relief and recovery efforts. On the basis of information from the department and USAID, CBO concludes that many of the bill’s requirements are being satisfied under current law. In addition, CBO expects that efforts related to reporting requirements as well as data collection and analysis would have insignificant costs. In total, CBO estimates that implementing S. 1580 would cost less than $500,000 over the 2019-2023 period. Any spending would be subject to the availability of appropriated funds. Enacting S. 1580 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 1580 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. S. 1580 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act. On September 8, 2017, CBO transmitted a cost estimate for H.R. 2408 as ordered reported by the House Committee on Foreign Affairs on July 27, 2017. The two bills are similar, and CBO’s estimates of the cost of implementing them are the same.
