H.R. 5898 would require the Department of State to provide two reports to the Congress: one on U.S. strategy and policy towards the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and the second on the department’s ongoing review of U.S. foreign assistance to UNRWA, Gaza, and the West Bank. Based on the costs of similar reporting requirements, CBO estimates that implementing the bill would cost less than $500,000 over the 2019-2023 period. That spending would be subject to the availability of appropriated funds. Enacting H.R. 5898 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 5898 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029. H.R. 5898 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
