H.R. 3906 would require the Environmental Protection Agency (EPA) to convene a task force to study how to improve the availability of public and private funds for stormwater infrastructure. Within 18 months of enactment, the task force would be required to submit a report of its findings and recommendations to the Congress.   Using information from EPA, CBO estimates that carrying out the bill’s requirements would cost less than $500,000 over the next five years, and that, instead of creating a new task force, EPA would use the existing Environmental Financial Advisory Board to develop recommendations. (That board consists of up to 35 members from government, nonprofit, and private-sector organizations with expertise in a variety of areas, including financing and funding stormwater infrastructure.) CBO estimates that EPA would spent about $450,000 over the 2019-2020 period to provide administrative support to the board, to complete the study, and to submit findings to the Congress.   Enacting H.R. 3906 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.   CBO estimates that enacting H.R. 3906 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.   H.R. 3906 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
