H.R. 5677 would authorize the sale of a naval vessel, amend several authorities of the Departments of State and Defense to provide security assistance to foreign countries, and require the Department of State to designate personnel to coordinate security assistance and train them for that purpose. In total, CBO estimates that implementing the legislation would cost $27 million over the 2019-2023 period, assuming appropriation of the necessary amounts. In addition, CBO estimates that enacting H.R. 5677 would decrease direct spending by $10 million over the 2019-2028 period. Because the bill would affect direct spending, pay-as-you-go procedures apply. The bill would not affect revenues. CBO estimates that enacting H.R. 5677 would not have a significant effect on direct spending in any of the four consecutive 10-year periods beginning in 2029. H.R. 5677 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA).
