Description:

H.R. 3186 would establish the Every Kid Outdoors program, which would allow fourth grade students and certain accompanying adults free access to federal public lands and waters administered by the Department of the Interior, the Forest Service, the Army Corps of Engineers, and the National Oceanic and Atmospheric Administration where an entrance fee is charged. Because the bill would codify the existing Every Kid in a Park program, CBO estimates that implementing that provision would result in no additional costs.

 

The bill also would require the participating agencies to submit an annual report to the Congress on the program. Based on the costs of similar reports, CBO estimates that implementing that provision would cost less than $500,000 over the 2019-2023 period; such spending would be subject to the availability of appropriated funds.

 

Enacting H.R. 3186 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

 

CBO estimates that enacting H.R. 3186 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.

 

H.R. 3186 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
