H.R. 3045 would revise the route of the Lewis and Clark National Historic Trail, which currently runs through eleven states from Illinois to Oregon. Specifically, the bill would connect the trail to the Ohio River in Pittsburgh, Pennsylvania, adding about 1,200 miles to its overall length.
Using information from the National Park Service (NPS), which administers the trail, CBO estimates the agency would require three additional employees at an average annual cost of $110,000 each to manage the new portions of the trail. According to the NPS, the agency also would need to update its management plan for the trail. Based on the costs of similar tasks, CBO estimates that updating the plan would cost less than $500,000. In total, CBO estimates that implementing H.R. 3045 would cost about $2 million over the 2019-2023 period; such spending would be subject to the availability of appropriated funds.
Enacting H.R. 3045 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
CBO estimates that enacting H.R. 3045 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.
H.R. 3045 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
