H.R. 5345, ALSTAR Act (CBO Report for Congress)

Premium   Download PDF Now (1 page)
Congress 115th
Date Requested March 22, 2018
Requested By House Committee on Science, Space, and Technology
Date Sent April 18, 2018
Description:

H.R. 5345 would direct the National Aeronautics and Space Administration’s (NASA’s) Marshall Space Flight Center in Alabama to coordinate and lead national efforts related to rocket propulsion capabilities.

H.R. 5345 also would require the center to support the development and refinement of rocket propulsion for small satellites, monitor public- and private-sector rocket propulsion activities, and evaluate and recommend new technologies for development. According to NASA, the center already engages in those activities. Thus, CBO estimates that implementing the bill would have no significant cost.

Enacting H.R. 5345 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

CBO estimates that enacting H.R. 5345 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.

H.R. 5345 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
