H.R. 1415 would amend the Public Health Service Act to authorize the Secretary of Health and Human Services to support research, training, and reporting on the treatment of neglected tropic diseases (NTDs). The bill also would require the Centers for Disease Control and Prevention (CDC) to report to the Congress on NTDs in the United States and to convene a temporary panel to study and report on issues related to parasitic worm infections in the United States.
In fiscal year 2017, CDC received $24.5 million to develop strategies to reduce deaths, illnesses, and disabilities caused by parasitic diseases and malaria. CBO estimates that, under H.R. 1415, conducting similar activities for additional NTDs would require annual appropriations of about $5 million a year; outlays would total $21 million over the 2018-2022 period. In addition, CBO estimates, convening the temporary panel and reporting its findings would cost about $1 million over the period, bringing the total cost of the bill to $22 million over the 2018-2022 period, assuming appropriation of the necessary amounts.
