Description:
H.R. 1997 would require the Department of State to submit a report to the Congress on efforts by the United States and the North Atlantic Treaty Organization to strengthen cybersecurity in Ukraine and on new areas for bilateral collaboration. In addition, it would express the sense of the Congress that the department should support Ukraine’s efforts to improve its cybersecurity.
Using information about the costs of similar reports, CBO estimates that the report required under H.R. 1997 would cost less than $500,000 over the 2018-2022 period; such spending would be subject to the availability of appropriated funds.
Enacting H.R. 1997 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
CBO estimates that enacting H.R. 1997 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.
H.R. 1997 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
