Description:

S. 1116 would amend the Native American Business Development, Trade Promotion, and Tourism Act of 2000 to authorize appropriations to reorganize the Office of Native American Business Development within the Department of Commerce (DOC). That office would be required to serve as the liaison between DOC and Indian tribes. The bill also would authorize appropriations for the Department of Health and Human Services to provide development assistance to Native American communities. Finally, the bill would require other federal agencies to coordinate and implement initiatives to encourage investment in Indian businesses.

 

CBO estimates that implementing S. 1116 would cost $139 million over the 2018-2022 period, assuming appropriation of the authorized and necessary amounts. Enacting S. 1116 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

 

CBO estimates that enacting the legislation would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.

 

S. 1116 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
