Description:
H.R. 2473 would require the Department of Justice (DOJ), within three years of enactment, to undertake several activities to assist victims of trafficking. DOJ would have to initiate pilot programs to test methods of collecting data on sex and labor trafficking, survey trafficking victims who have used services available to them, and report to the Congress on certain issues related to human trafficking.
Based on information from DOJ, CBO estimates that implementing the act would cost about $2 million over the 2018-2020 period for additional DOJ programs; such spending would be subject to the availability of appropriated funds.
Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 2473 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.
H.R. 2473 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
