CBO estimates, however, that any net increase in spending by those agencies would be negligible. Enacting H.R. 5226 would not affect revenues.
CBO estimates that enacting H.R. 5226 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.
H.R. 5226 would direct each federal agency to make information regarding their regulatory actions publicly available in a searchable format on a prominent website. That information would have to include the date a regulation was considered, its current status, an estimate of when the regulation would be final, and a brief description of the regulation. In addition, agencies would be required to track the details of all public communications about pending regulatory actions. Because this information is already collected by regulatory agencies, CBO estimates that the cost of making it available online would not be significant.
H.R. 5226 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
