Description:

S. 1577 would designate two segments of the East Rosebud Creek in Carbon County, Montana as components of the Wild and Scenic Rivers System. Under the legislation, the U.S. Forest Service (USFS) would administer the river segments. Based on information provided by the USFS about typical costs involved in administering such river segments, CBO estimates that implementing the bill would cost less than $500,000 over the 2018-2021 period. Such spending, which CBO expects would begin one year after the designation occurs, would be subject to the availability of appropriated funds.

Enacting S. 1577 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 1577 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

S. 1577 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
