H.R. 3178 would reserve $1 million from funding for the Department of Education to replace the current College Navigator website with a new website and would change the type of information that the website would need to provide. The bill also would amend the requirements for the department’s net-price calculator, which provides details on the costs of post-secondary education.
CBO estimates that enacting H.R. 3178 would cost $1 million for administrative costs over the 2017-2021 period; such spending would be subject to the availability of appropriated funds. Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
CBO estimates that enacting H.R. 3178 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.
H.R. 3178 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
