Description:

H.R. 4511 would amend the Veterans Oral History Project Act to allow the immediate family of certain members of the armed forces to provide biographical histories of those members through video and audio recordings. Under current law, only histories by veterans may be collected. About $2 million was appropriated for the project in 2016. Based on information from the Library of Congress, CBO estimates that expansion would result in approximately 1,000 new collections to the project, and that the cost of the expansion would be $0.6 million.

Assuming the appropriation of the necessary amounts, CBO estimates enacting H.R. 4511 would increase spending over the 2017-2021 period by $0.6 million. Enacting the bill would not affect direct spending or revenues, and so pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 4511 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 4511 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
