Description:

H.R. 4154 would require the President to submit to the Congress a time frame for selling naval vessels to Taiwan pursuant to the Naval Vessel Transfer Act of 2013. That law authorized the President to sell up to four missile frigates to Taiwan. That authority will expire early in fiscal year 2018. CBO estimates that the time frame would be submitted to the Congress in 2016 and that the related additional administrative and reporting costs would total less than $500,000.

Enacting H.R. 4154 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 4154 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2026.

H.R. 4154 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
