Description:

S. 756 would require the President to submit two reports to the Congress documenting war crimes and crimes against humanity in Syria and describing efforts by the federal government to ensure accountability for those crimes. One report would be required within 90 days of enactment of the legislation and the second within 180 days of the conflict’s end. CBO estimates that implementing the bill would cost less than $500,000 over the 2016-2020 period; that spending is subject to the availability of appropriated amounts. Because enacting S. 756 would not affect direct spending and revenues, pay-as-you-go procedures do not apply.

S. 756 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
