Summary:
This report analyzes the way the International Development Association's (IDA's) assistance program is funded and at the effort by donor countries and the World Bank to have loan repayments carry an increased share of IDA costs. It also explores the potential long-term effects that debt forgiveness and a major grant program might have on IDA's finances. In its examination of debt forgiveness and grants, the report discusses the likely cost the United States and other donors would need to bear if they chose to support the costs of IDA debt forgiveness or IDA grants themselves.
