Summary:

The last two years have set records for low or declining rates of Medicare program growth. In FY1998, the Medicare growth rate slowed to a then record low of just 1.5 percent for the entire year. The following year set a new record, when, for the first time in the program's history, Medicare spending dropped from one year to the next. Mandatory program spending declined by about $2 billion from $211 billion in 1998 to $209.3 billion in 1999, almost a one percent decline.
