Summary:
This report describes workplace risks and employer responsibilities in a number of contexts. First, there are the immediate challenges of cleaning up disaster sites, particularly the World Trade Center. Then the report considers general standards applicable to the measures needed to respond to terrorist incidents, e.g., building evacuation. Finally, the report describes the special risks experienced by certain industries and occupations, such as the postal service, chemical plants, transport of hazardous materials, and emergency response services.
