Summary:

A number of measures to reform the Social Security system have proposed that individual accounts be incorporated into a reformed system. Fifteen such proposals are compared with respect to the role the accounts would play, whether they would be mandatory or voluntary, the level of contributions, how funds would be managed and invested, whether a minimum benefit is promised, and how the accounts would be treated for income tax purposes.
