Summary:

With the burgeoning federal budget surpluses, Social Security and Medicare's treatment in the budget has become a major policy issue. The 106th Congress considered but did not pass so-called "lock box" measures that would create procedural obstacles for bills attempting to use the Social Security and, in some cases Medicare, surpluses for purposes other than Social Security or Medicare reform.
