Summary:
This report poses the question of whether a large national intercity passenger rail system is in the national interest. It examines the level of service provided by Amtrak, in contrast to that provided by Amtrak's predecessors and overseas colleagues. Finally, it reviews a number of ideas that have been proposed for dealing with Amtrak's intercity passenger rail system. The appendix addresses some of Amtrak's accounting practices that have been topics of discussion concerning Amtrak's achievement of the threshold of covering its operating expenses from its own revenues.
