Summary:
One important element of the energy debate in the 107th Congress is whether to approve development in the Arctic National Wildlife Refuge (ANWR) and, if so, under what restrictions or whether to continue to prohibit energy development in order to protect the area's biological resource values. Currently, legislation to authorize development with various environmental and other restrictions is the option now receiving the most attention and is the subject of pending Senate action. ANWR wilderness bills, while introduced, have received no action. If Congress does not act, the status quo, which prohibits development unless Congress acts, will continue.
