Summary:
A controversial issue during the past two Congresses and continuing in the 106th Congress is a proposal to change the way that funds are allocated to grantees under the senior community service employment program (Title V of the Act). H.R. 782 would require that national organization grantees receive 55 percent of total funds, and state agency grantees receive 45 percent, rather than 78 percent to national organizations and 22 percent to state agencies which appropriations legislation requires now. The House and Senate passed bye bill on October 24 and 26, 2000, respectively, clearing the measure for the President's signature.
