Description:
The Privacy and Civil Liberties Oversight Board is an independent agency in the executive branch that is responsible for ensuring that measures taken by the federal government to combat terrorism incorporate protections for privacy and civil liberties. H.R. 4469 would expand the scope of the agency’s authorities to include measures that utilize artificial intelligence. Using information from the agency about similar initiatives, CBO expects that it would hire three additional staff members to implement H.R. 4469. CBO estimates that staff salaries and other administrative costs to prepare the additional reports required by the bill would average $500,000 per year and total $3 million over the 2021-2026 period; such spending would be subject to the availability of appropriations. For this estimate, CBO assumes that the bill will be enacted near the start of fiscal year 2022.
