Description:
H.R. 704 would require the Copyright Office to waive copyright registration fees for the works of winners of the annual Congressional Art Competition and the annual Congressional App Challenge. Based on the number of competition winners and the required fees, CBO estimates that requiring the Copyright Office to waive those fees would decrease collections by less than $500,000 over the 2021-2026 period. Those collections are recorded as offsets to the Copyright Office’s annual appropriation and the agency is authorized to spend the amounts collected. On that basis, CBO estimates that the net effect on spending subject to appropriation over the 2021-2026 period would be negligible, assuming appropriation actions consistent with that authority. On June 22, 2021, CBO transmitted a cost estimate for S. 169, the ARTS Act, as ordered reported by the Senate Committee on the Judiciary on April 29, 2021. The two bills are similar and CBO’s estimates of their budgetary effects are the same.
