Description:
S. 384 would establish the Springfield 1908 Race Riot National Monument as a unit of the National Park System in Springfield, Illinois. The bill would authorize the National Park Service (NPS) to acquire the land by means of donation, purchase with donated or appropriated funds, or exchange. The NPS also could accept the donation of a permanent memorial. CBO expects that the land and the memorial would be donated. The bill would require the agency to complete a management plan for the monument three years after funds are first made available. S. 384 also would establish a commission to advise the NPS on the monument’s management and development. Based on the costs of similar projects, CBO estimates that developing and maintaining the monument would cost $3 million over the 2024-2029 period; any related spending would be subject to the availability of appropriated funds.
